Kamala Announces Radical Plan To Reshape American Democracy

Former Vice President Kamala Harris is urging Democrats to consider sweeping changes to the nation’s political institutions, a sign that ideas once confined to the party’s progressive flank have moved closer to the center of Democratic politics.

In a video interview, Harris called for what she described as an “expanded playbook” to counter Republican tactics in elections, redistricting, and the courts.

“We need an expanded playbook… There is going to be some risk that we are going to have to assume along with that. But we need to brainstorm all ideas,” Harris said.

She added that Democrats should remain within legal and ethical boundaries.

“We are never going to violate the law or do anything unethical or immoral,” Harris said.

But the proposals she identified go far beyond ordinary campaign strategy. Harris said Democrats should discuss reforms to the Electoral College, expansion of the Supreme Court, enforceable ethics rules for the justices, multi-member congressional districts, and statehood for Washington, D.C., and Puerto Rico.

The remarks reflect a broader shift inside the Democratic Party. Court-packing, Electoral College reform, and new statehood proposals were once treated as fringe structural changes. Now they are openly discussed by major Democratic figures as necessary responses to Republican power.

Harris framed the approach as a way to “fight fire with fire,” arguing that Democrats need to respond aggressively to gerrymandering and what they view as threats to voting rights and judicial legitimacy. She also called for brainstorming sessions where “there are no bad ideas.”

The comments come as Harris remains a prominent figure in Democratic politics and the frontrunner for the 2028 nominee. Though she has not released a formal policy platform, her remarks suggest she is willing to embrace radical changes to our democratic institutions in order to install total Democratic power over the country.

Harris has previously supported some related reforms. As a senator, she co-sponsored Supreme Court ethics legislation in 2017. During the 2020 Democratic presidential cycle, she expressed openness to major Supreme Court reforms, including expansion. In 2024, she backed the Biden administration’s proposal for 18-year term limits and a binding ethics code for Supreme Court justices. Reuters reported at the time that President Joe Biden’s plan called for term limits and an enforceable code of conduct, while Harris endorsed the effort as a response to what Democrats described as a crisis of confidence in the court.

It’s also not the first time she’s proposed an extremely radical agenda. In 2024, she was criticized for holding policies that looked closer to those of Hugo Chavez than anything in America.

The push is not limited to Harris. Democratic strategist James Carville recently urged Democrats to pursue D.C. statehood, Puerto Rico statehood, and Supreme Court expansion if they regain unified control of government, saying Democrats should expand the court to 13 seats.

That overlap is what makes Harris’s comments politically significant. The proposals are not isolated slogans from online activists. They are part of a growing Democratic argument that the party must change the structure of American government in order to preserve democracy.

Republicans and other critics view that argument differently. To them, the proposals amount to changing the rules after electoral and judicial defeats. Expanding the Supreme Court would allow a future Democratic administration and Congress to alter the ideological balance of the judiciary. D.C. and Puerto Rico statehood could add new senators and reshape the Electoral College. Electoral College reform would target the constitutional system that has allowed Republicans to win the presidency while losing the national popular vote.

For Democrats, that may be presented as democratic reform. For everyone else it is evidence that left-wing radicalism has moved from the margins of the party into its governing conversation and the party seems intent on pushing revolution so that it never loses power again.
